As we mark Human Rights Day (10 December), the #InsideInclusionEU campaign draws to a close but our commitment to diversity, equity and inclusion in municipal workplaces continues.
Over the past weeks, we’ve explored how local governments across Europe can transform from the inside out by embedding diversity, equity and inclusion into their own institutional cultures. From mental wellbeing to racial equity, from gender-based violence to disability rights, the message was clear: Inclusive governance starts with inclusive institutions.
What we covered
Each wave of the campaign was aligned with an international day and a key axis of inclusion:
- World Mental Health Day – Supporting intergenerational inclusion and mental wellbeing
- Intersex Awareness Day & Trans Day of Remembrance – Advancing LGBTIQ+ inclusive workplace policies
- International Day for the Elimination of Violence against Women – Addressing gender-based violence in municipal workplaces using the 7P Framework
- International Day of Persons with Disabilities – Building accessible, respectful and empowering workplaces for persons with disabilities
- Human Rights Day – Promoting racial and ethnic equity in local government
Each theme featured blog posts, practical tools, and inspiring practices grounded in EU strategies, international frameworks and on-the-ground practices.
What we learned
Throughout the campaign, municipalities showed that change is not only possible; it’s already underway.
Some key takeaways:
- Assessment matters: Tools like the [DEI Capacity Assessment Tool] provide a structured way to reflect, benchmark and plan
- Leadership and participation go hand in hand: Staff engagement strengthens policy ownership and impact
- Inclusion is intersectional: Addressing one axis of inequality often strengthens others
- Resources are available: From UniSAFE’s 7P model to ECCAR, ILO, and EU guidelines — there is no need to start from scratch
- No municipality works alone: Peer learning, partnerships and shared commitment amplify impact
What comes next?
The end of the campaign marks the beginning of long-term change. We encourage municipalities to:
- Integrate inclusion into strategic planning and HR
- Continue using the DEI Assessment Tool and adapting it over time
- Share progress publicly and engage staff in co-creating solutions
- Connect with other municipalities, networks and civil society organisations
- Repeat the assessment every 12–18 months and track institutional progress
Inclusion is not a one-time effort, it is a continuous practice of listening, learning and acting.
